MEXICO CITY, March 18 (UPI) -- Mexico faces major challenges in its poverty reduction programs despite government optimism that new investment will create the desired numbers of jobs. Rampant crime, neglect of the middle classes and endemic security issues are unresolved issues that threaten to derail the government's ambitious program.
